The revocation of extraordinary situation declared on 11 March 2020 in relation to COVID-19 is effective from 15th September 2023 onwards.
The extraordinary situation may be affecting your current authorisation to stay in Slovakia, the validity of your residence, the expiry of deadlines or the fulfilment of certain obligations. For an overview of the extraordinary situation rules, please visit our website HERE.
The end of the extraordinary situation may mean that you will have to leave Slovakia, apply for the renewal of your residence or fulfil an obligation towards the Foreign Police.
Please note: The revocation of the COVID-19 extraordinary situation does not affect the validity of the extraordinary situation declared in connection with the war in Ukraine. This state of emergency remains in force.

As a citizen of Ukraine, I can stay in Slovakia for 90 days under the visa-free regime. I am not obliged to immediately apply for any form of international protection or temporary refuge, but I am obliged to report the address of my stay to the Foreign Police within 3 working days of entry to Slovakia.
A. I cannot work or run a business during my stay under a visa-free regime (90 days). I do not have public health insurance during this time.
B. If I have been granted temporary refuge (ODÍDENEC)
- I can work full-time or part-time, or work under an agreement on work performed outside the employment relationship. I can run a business (or be self-employed);
- As an employee, I am insured with public health insurance, provided that I earn at least the minimum wage;
- I can work only on the territory of the Slovak Republic.
C. If I have been granted asylum or subsidiary protection (refugee status)
- I can work full-time or part-time, or work under an agreement on work performed outside the employment relationship. I can run a business;
- I do not need any additional work permit;
- I am insured with public health insurance;
- I can work and run a business only in the territory of the Slovak Republic.
D. If I have applied for asylum:
- For the duration of the crisis situation in Ukraine, me and my husband/spouse, we can work full-time or part-time, or under an agreement on work performed outside the employment relationship. However, we can not run a business. (this applies to me even if I am not a Ukrainian citizen in case I am a parent of the minor who is a Ukrainian citizen)
- As an employee, I am insured with public health insurance, provided that I earn at least the minimum wage (In case I do earn less than minimum wage, I am only entitled to receive urgent medical care)
- I can work only on the territory of the Slovak Republic.
Looking for a job
I can look for job offers through well-known job portals, which are now providing a special section for people arriving from Ukraine.

The minimum wage in Slovakia in 2025 is 816 EUR per month (gross). The average wage in Slovakia is 1 430 EUR per month (gross). I can look up an average wage for the concrete positions at platy.sk.
Necessary documents
The employer is obliged to report that he/she employs a foreigner, so I need to provide him with the following documents:
- If I am granted temporary refuge - the employer will make a copy of my passport (if I do not have a passport, a copy of any identification document) and a copy of the document confirming the temporary refuge (or a copy of the document confirming a tolerated residence);
- If I am granted asylum or subsidiary protection – the employer will make a copy of my travel document, foreigner’s travel document or foreigner’s passport and a copy of the residence card;
- If I have applied for asylum - the employer will make a copy of my asylum seeker ID card.
In most cases, no additional documents are needed to work in Slovakia. However, there are some professions where additional documents are required. These are, in particular, professions for which a certain education is required, the so-called regulated professions. For more information on the recognition of education, I can contact the Centre for Recognition of Diplomas. The extract from the criminal record register that is normally needed for the performance of the work in the public interest or for the pedagogical work, can be replaced with a declaration of honour.
Dangerous practice
I must be careful:
- if someone offers me a job without accurate information about the name of the company, place of work, work activity or salary;
- if someone offers me a job and asks me to hand over my travel document;
- if the employer does not sign an employment contract with me or the employment contract is written in a language which I do not understand;
- if someone offers me a job for which they will not pay me a salary, but only provide me with accommodation and food;
- if I am offered a job by an intermediary agency which wants me to pay a fee for the provision of the job.

If the employer does not pay me a salary, does not comply with the conditions agreed in the employment contract or infringes the Labour Code in any way, I can contact the relevant Labour Inspectorate or ask for free legal counselling:

Employee rights
In the labour market, I am guaranteed the same rights as an EU/EEA citizen, and I am therefore entitled to:
- the minimum wage – 816 EUR gross (approx. 706 EUR after payment of contributions to the health and social insurance fund and tax);
- 20 days of leave per calendar year (25 days if I am over 33 years of age or I will turn 33 in that year);
- Bonus payments for night work –1,876 EUR /hour, on Saturdays – 2,345 EUR /hour or 4,69 /hour on Sundays;
- the meal allowance if I work more than 4 hours during the day, otherwise it is the employer's responsibility to provide meals in a catering establishment);
- a rest period of 30 minutes if the work shift lasts longer than 6 hours;
- health insurance, which will provide me with free medical treatment in state facilities (some treatments are partially paid by the patient) and medicines prescribed to me by a doctor (it is partially paid by the patient);
- social insurance, which allows me to receive part of the salary (55% of the daily salary) in case of an inability to work (more than 10 days).
Termination of employment
The probationary period may be agreed for a maximum of 3 months. During this time, I can quit my job immediately and without giving any reason. During this period, my employer can similarly terminate the employment, immediately and without giving any reason. Termination of employment has no effect on the legitimacy of my stay in Slovakia.
After the end of the probationary period, the work is terminated by termination (if I work less than 1 year, the notice period is 1 month), by agreement or immediate termination of employment (in case of serious violation of professional discipline).
Working through the Agency
I am not supposed to pay any fee for being offered a job via a temporary employment agency.
The Agency shall assign me to work with the employer.
During the assignment, the salary is paid to me by the Agency.
The list of agencies that are authorised to assign employees can be found on the website of the Central Office of Labour, Social Affairs and Family where I can verify whether the agency has the necessary license. An agency without a license is not allowed to employ me.
Even if I work through the agency, my minimum rights (minimum wage, length of leave, etc.) are preserved.
Working in another EU/EEA country
- If I am granted temporary refuge in Slovakia, I can only work and do business in Slovakia. If I decide to work in another country, I will first check the rules for entry and employment with the competent authorities in that country.
- If I am granted asylum or subsidiary protection in Slovakia, I can work in another EU/EEA country only if I obtain a work permit there.
- If I have applied for asylum which has not yet been decided, I must remain in Slovakia and cannot work in another EU/EEA country.

Entry in Slovakia
Citizens of Ukraine with a biometric passport can enter Slovakia under the visa-free regime and stay in Slovakia without a visa for a maximum of 90 days in any 180-day period.

After entering Slovakia
After entering Slovakia, it is necessary to report the beginning of your stay within three business days – a relevant form to download and more information is available HERE. The form can be sent to the competent Foreigners' Police Department by post, we recommend a registered post.
By sending the Notice of Stay form to a Foreigners' Police Department, you are NOT applying for temporary refuge, asylum or residence in Slovakia.
Depending on your citizenship and other circumstances, you have several options that allow you to stay longer in Slovakia:
- Applying for a temporary refuge (the easiest form of protection for those fleeing the war)
- Applying for international protection (asylum, subsidiary protection)
- Applying for a temporary or permanent residence
Temporary refuge (protection)
What is the temporary refuge?
The temporary refuge is granted to protect foreigners from war, endemic violence, the consequences of a humanitarian disaster or persistent or massive human rights violations in their country of origin.
It is currently provided until 4 March 2026.

Who can apply for temporary refuge?
- citizens of Ukraine,
- persons who have enjoyed international or equivalent national protection in Ukraine,
- family members of citizens of Ukraine and persons with granted protection (if the family resided in Ukraine before 24 February 2022),
- foreigners who are not citizens of Ukraine, yet are permanent residents of Ukraine and cannot return under safe and stable conditions to their country or region of origin.
Who is considered a family member?
- a spouse
- a minor child of the person or their spouse,
- the parent of a minor child (only if the child is a citizen of Ukraine)
- another close relative who has lived in the same household with a citizen of Ukraine or with a person granted protection and has been wholly or partially dependent on his/her relative.
Where can I apply for temporary refuge?
To apply for temporary refuge is possible at all Foreigners' Police Departments only with a reserved appointment on Tuesday and Thursday from 7:30 a.m. to 1:30 p.m.
To apply for temporary refuge is possible at any Foreigners' Police Departments with an appointment booked with the reservation system of the Ministry of Interior. Only individuals with a reserved appointment will be served. For information about the booking system, possible problems and your options, please refer to the FAQ section of our website.
How can I apply for temporary refuge?
As an applicant, you must provide credible proof of your identity and nationality, as well as of the facts that justify your request for temporary refuge (international/national protection, family relationship or permanent residence and inability to return to your country or region of origin).
You can prove your identity with, for example, a valid or invalid travel document, an identity card, a driving license or any other document with a photograph together with a birth certificate.
For minors, the declaration shall be made by a legal guardian or a guardian appointed by the court; the minor must be present when the declaration is made.
Before making a declaration in person to the police, you can register HERE - the police will already have your details and your application will be processed more quickly.
If you have a travel, identification or another document, you will be given temporary shelter immediately. If not, your application will be processed within 30 days at the latest. If your application for temporary refuge is approved, you will be issued with a tolerated stay document marked 'DOČASNÉ ÚTOČISKO'.
If you have permanent or temporary residence in Slovakia, are an asylum seeker or have already been granted asylum or subsidiary protection, you cannot apply for temporary refuge.
Can I apply for the issuance of a plastic residence document for Temporary refuge?
You can apply for for a plastic card via online booking system with any Foreign Police department (choose in okruh situácií - DOČASNÉ ÚTOČISKO; situácie - ŽIADOSŤ O VYDANIE DOKLADU O POBYTE (DOČASNÉ ÚTOČISKO)). You will need to submit the following documents in person at the Foreign Police department:
- Application form
- One color photograph (3 x 3,5 cm)
- Valid passport
- Administrative fee for issuance and delivery of the residence card: EUR 10 (within 30 days) or EUR 39 (within 2 business days).
Document on tolerated residence "Temporary refuge", printed from the website of the Ministry of the Interior of the Slovak Republic, remains valid and can still be used to register the address of stay at the municipality office (upon presenting document proving your accommodation).
I moved. How can I change the address on my residence document?
You can report a change of address to the municipality or borough in which you live. There is no need to go back to a hot spot or the Foreigners' Police.
You must provide the municipality with proof that you have been granted temporary refuge (the document marked 'DOČASNÉ ÚTOČISKO' or 'ODÍDENEC' and a new proof of accommodation (e.g. an affidavit from the owner). The municipality will either record the change of address in the information system and issue you with a new residence document or record the change of address in the document you submit.
Can I leave Slovakia once I have been granted temporary refuge?
From the perspective of Slovak law, yes. Travelling (to any country, including Ukraine) does not cause the termination of the temporary refuge you have obtained in Slovakia.
With a valid passport and a valid plastic residence document 'Temporary refuge', you may cross the border without problems.
If you only have a printed document of tolerated residence 'Temporary refuge', we recommend contacting the competent authorities (e.g., embassy) of the country you intend to travel to, regarding the entry conditions valid in that country, and also verifying whether you will be allowed to re-enter the Schengen Area with this document.
Can I apply for temporary protection in another country once I have been granted temporary refuge?
Regarding the conditions for obtaining temporary protection in another country, you are advised to contact the competent authorities of that country.
By obtaining temporary protection in another state, the temporary refuge you have obtained in Slovakia will be terminated.
Termination of temporary refuge
In addition to the expiration and the death of the person, the provision of temporary refuge shall also be terminated if the person:
- has applied for asylum or subsidiary protection
- has acquired temporary or permanent residence in Slovakia
- has renounced in writing the granting of temporary refuge
- has been granted asylum or subsidiary protection in another EU Member State
- has obtained indefinite leave to remain or temporary refuge in another State
The granting of temporary refuge shall also cease upon its cancellation. The grounds for withdrawal of temporary refuge are:
- reasonable suspicion that the person has committed a crime against peace, a war crime or a crime against humanity, a serious non-political crime or an act contrary to the purposes and principles of the United Nations
- a temporary refuge has been granted solely on the basis of false or falsified information concerning their identity
- the person is reasonably believed to be dangerous to the security of the Slovak Republic; or
- the person has been convicted of a particularly serious crime and constitutes a danger to society.
Asylum (international protection)
Our Centre is not able to provide advice on asylum law.
You can apply for asylum if you have well-founded fears of persecution in your country of origin on grounds of race, nationality, religion, political opinion or membership of a particular social group and, because of these fears, you cannot or do not wish to return to this country, or if you are being persecuted for exercising your political rights and freedoms.
You may be granted subsidiary protection to protect you from serious harm in your country of origin.
The Ministry of the Interior may also grant asylum on humanitarian grounds.
If you enter the Slovak Republic through a border crossing point, the border police department at the border crossing point is competent to receive your asylum application. If you are travelling by air, it is the police department in the transit area of the airport (Košice, Bratislava, Poprad). If you are already on the territory of the Slovak Republic, you can apply for asylum exclusively at the Asylum Department of the Police Corps in Humenne.

Residence
As of Saturday 26 February 2022, an extraordinary situation has been declared in Slovakia in connection with the mass influx of foreigners caused by the armed conflict on the territory of Ukraine which is still in force.
The validity of temporary residence, permanent residence or tolerated stay, which would otherwise expire during the extraordinary situation, is extended until two months after the revocation of the extraordinary situation.
If you have applied for temporary residence or permanent residence for five years at the Foreigners' Police, you are entitled to stay in Slovakia until a decision on your application is made.
As of 15 July 2024, all holders of a temporary refuge can apply tor a residence at the Foreigners' Police.
Residency advice provided by our centre is limited to the rules for obtaining visas and temporary or permanent residences in the Slovak Republic. Temporary residence in Slovakia is tied to a specific purpose, such as employment, business, study, family reunification, etc. Each applicant for a residence permit must demonstrate the purpose chosen. For a complete list of available purposes and the legally required documents, please see our factsheets (Russian version HERE).
Please note that if you are older than 14, you must submit an extract from the criminal record when applying for temporary/permanent residence. This document must be verified for use abroad (apostille/consular legalisation). The Foreigners' Police may waive the requirement of higher verification of the criminal record extract in justified cases. In addition to the criminal record extract issued in Ukraine, you can also submit an affidavit of integrity verified by the Embassy of Ukraine in Bratislava.
Attention: If you currently hold temporary refuge (protection), you should carefully consider the change of this permit to temporary residence. We understand the uncertainty, which the temporary refuge status may evoke, however, we recommend taking into account all aspects, which can influence your decision. Temporary refuge is currently being provided until 4 March 2025.
NEW: Foreigners' Police
As of 1 April 2022, the Foreigners' Police departments are open as follows:
- Monday, Wednesday, Friday: from 07.30 a.m. to 3.30 p.m. - all life situations
- Tuesday, Thursday: from 07.30 a.m. to 1.30 p.m. - applications for temporary refuge (in Bratislava from August 6, 2024)
- Tuesday, Thursday: from 07.30 a.m. to 3.30 p.m. - applications for residence cards for international truck or bus drivers whose residence has been extended due to a crisis situation and applications for national visas in the interest of the Slovak Republic.
You need an appointment to submit your application.
IMPORTANT! We recommend checking if the reservation system offers the option to book an appointment for temporary refuge registration at a specific foreign police department, as only individuals with a reserved appointment will be served at these departments.
Employment and business
If you are granted temporary refuge, you can work in Slovakia without needing further permits.
As of 15 July 2024, all holders of a temporary refuge can also do business (or be self-employed).
If you are a citizen of Ukraine or a family member of a citizen of Ukraine (spouse or parent of a minor child) and you have applied for asylum, you can work even before the expiry of nine months from the start of the asylum procedure.
All holders of a temporary refuge can work on the basis of an employment contract as well as on the basis of agreements on work performed outside the employment relationship.
Information for employers: You must inform the Labor office about the start of employment of persons who have been granted temporary refuge within seven working days using the Information card form (mark letter k). You must also attach a copy of the document on the provision of temporary refuge and a copy of the employment contract or agreement.

Within the framework of the project Pomáhame odídencom (Helping temporary protection holders), the Offices of Labour, Social Affairs and Family (Labour Offices) provide financial support for the education of those who have been granted temporary refuge in Slovakia and who have completed Questionnaire for citizens of Ukraine to determine their placement in the labour market.

Healthcare
Persons who are granted temporary refuge and do not have public health insurance have the right to receive urgent medical care and needed medical care as defined by the Ministry of Health. Needed medical care includes treatment by the ambulance service, the emergency medical service and consultations with a general practitioner, including preventive health care and vaccinations.
In order to receive urgent medical care, it is sufficient to prove that you are an applicant for temporary refuge or that you have been granted temporary refuge. To receive needed medical care, you need to prove your temporary refuge status.
Applicants for temporary refuge and residents of Ukraine who are currently in Slovakia without public health insurance can be vaccinated against COVID-19 in Slovakia.
Persons residing in Ukraine are entitled to reimbursement of urgent care even before applying for asylum, subsidiary protection or temporary refuge, but for no longer than 30 days from the date of entry into the territory of the Slovak Republic.
As of 1 January 2023, the Ministry of Health have adjusted the scope of health care for children and adolescents from birth to 18 years + 364 days, who have been granted temporary protection in the Slovak Republic in connection with the ongoing armed conflict in Ukraine. The scope of health care from 1 January 2023 covers the same scope of health care as public health insurance and includes preventive examinations, urgent medical care and medical procedures and spa care (§ 2, § 3 and § 7 of Act No. 577/2004 Coll. on on the scope of health care paid on the basis of public health insurance and on payments for services related to the provision of health care as amended).
As of 1 September 2023, the Ministry of Health have adjusted the scope of health care for adults, who have been granted temporary protection in the Slovak Republic in connection with the ongoing armed conflict in Ukraine. The scope of health care from 1 September 2023 covers almost the same scope of health care as public health insurance and includes preventive examinations, urgent medical care and medical procedures (§ 2 and § 3 of Act No. 577/2004 Coll. on on the scope of health care paid on the basis of public health insurance and on payments for services related to the provision of health care as amended).
Psychological support hotline
In collaboration with IOM Ukraine we have established a toll-free connection to psychological support hotline which offers free and anonymous help to war affected individuals.
The number for free calls within Slovakia: +421 800 601 078. The hotline operates every day from 10 am to 8 pm (Kyiv time, GMT+2; Ukrainian and Russian languages). For consultations in English, Arabic, and Bengali, you can call the hotline from 9 am to 6 pm on weekdays and from 10 am to 5 pm on weekends (Kyiv time). Additionally, you can set up a video call for the maximum amount of 8 sessions. If you are in need of psychiatric help that you cannot get in Slovakia, you can use the same hotline where you will be referred to an Ukrainian psychiatrist for maximum of 3 sessions.

Schooling
Once you have applied for temporary shelter, your child can go to school in Slovakia.
Visit the kindergarten, primary or secondary school where you would like to place your child. The school will check his/her level of education and knowledge of the Slovak language and place him/her in the appropriate grade. Your child will also be provided with Slovak language tuition.

Accommodation and other forms of assistance
Updated information about the accommodation of persons who have been granted temporary refuge in asylum facilities and the provision of accommodation allowance effective as of March 1, 2025 can be found on our website in the article Accommodation for Temporary Refugees.
The provision of short-term accommodation for people fleeing the war in Ukraine within the framework of the partnership between AirBnB and IOM was discontinued on 28.02.2023. During the implementation of the project, accommodation was provided to 235 households, which included 217 children, 339 adults and 43 people over the age of 65. In total, the project accommodated 599 individuals throughout the Slovak Republic.
Financial assistance
On September 15, 2022, UNHCR and UNICEF paid out the last financial aid to the holders of a temporary refuge from Ukraine for the month of August 2022. The provision of financial aid for refugees from Ukraine has been transferred to the Labour Office (ÚPSVaR) since September 1, 2022.
A person who has been granted temporary refuge can apply for financial assistance. The request for assistance must be submitted to the Labour Office. More information can be found on the Labour Office website and information on benefits in material need can be found here.
UNHCR and UNICEF will provide the holders of a temporary refuge with a one-time financial contribution. More information can be found here.

In the series of podcasts Aj my sme tu doma, you will get to know several countries of the world in conversations with people who were born there and later decided to live in Slovakia.
In the podcasts, our guests will introduce you to India, Nepal, Kazakhstan, Northern Macedonia, and Ukraine and tell you interesting facts about their homeland, culture, customs and traditions, holidays, or gastronomy. You will also find out what interesting object reminds them of their home country.
For high school teachers we have made a list of accompanying activities for the podcasts, including tips on how to use them within global education. You will learn how to introduce the podcasts; how to use them to increase knowledge about the countries in question; how to lead a discussion about life in these countries, about migration and foreigners in Slovakia.
The podcasts were created by International Organization for Migration (IOM), in collaboration with the C. S. Lewis Bilingual High School in Bratislava and its students, who ask our guests curious questions and find out themselves what they know about their countries of origin.

In 15 years, the IOM Migration Information Centre has helped already 53,000 foreigners.
Foreigners arriving in Slovakia most often need help with the first steps in obtaining a residence permit and are looking for ways to orientate themselves in complex administrative procedures and legislation. This follows from data from the IOM Migration Information Centre (MIC), which was opened by the International Organization for Migration (IOM) in Slovakia in April 2006.
MIC is the only information centre for foreigners in Slovakia, which provides migrants from countries outside the European Union with free legal, social and employment counselling, support for further education and integration into the labor market. The center also organizes Slovak language courses for them and supports the life of foreign communities in Slovakia.
"If any of us decides to live in a new country, we want to find an accommodation and a job. It will be very helpful if we can speak a language, have an accurate information about residence, family reunification, employment and health care, how and where to get various documents and permits, and which authorities to contact. Foreigners in Slovakia are in the same situation. Our centre responds to their most frequent requests in order to manage their new lives in Slovakia as easily as possible. Their successful integration is also beneficial for the Slovak society," explains Zuzana Vatráľová, Head of the IOM mission in Slovakia.
Slovakia is a destination country for an increasing number of foreigners. In 2006, when the IOM opened the centre, there were 32,153 foreigners living in the Slovak Republic; as of 31 December 2020, according to the statistics of the Border and Foreign Police Bureau, there were 150,000 in Slovakia, which represents a fivefold increase and a 2.75 percent share in the total population of the Slovak Republic.
"With the growing number of foreigners in Slovakia, the number of beneficiaries and consultations has been increasing every year since the centre opened 15 years ago. In 2020, 8,237 people used the centre's comprehensive consultancy alone, that is 2,000 more than in 2019,” says Zuzana Vatráľová.
The courses of Slovak language, and courses in cultural and social orientation are among the most requested and high-demand MIC‘s services, and over 13,000 people have already completed them. The results of the IOM MIC from April 2006 to March 2021 are available on the IOM website.

According to the experience of the IOM MIC, the current Covid-19 pandemic has an adverse effect not only on domestic residents, but also on foreigners living in the Slovak Republic.
"Many of them had their residence permits expired during an emergency situation, some of them lost their jobs and could not return home due to travel restrictions. All this and many other situations needed to be resolved immediately. We strengthened the MIC IOM information line for clients 0850 211 478, the number of email consultations increased and in the first quarter of 2021 the number of visitors to the website www.mic.iom.sk doubled to 71,000 per month. We have transferred the teaching of the Slovak language to the online format, for those interested we organize information webinars and create useful video tutorials, “adds Zuzana Vatráľová.
